(a) No person shall erect alter, tear down or structurally change any single, double or multiple family dwelling up to three units within the corporate limits of the City, without first obtaining a permit from the Building Inspector to do so. It shall be the duty of the Building Inspector or his agent to issue permits for the erection, alteration, tearing down of or any other structural change.
(b) Whoever violates the provision of this section is guilty of a minor misdemeanor.
