There shall be provided by the City for the City Engineer a suitable book for the recording of the numbers assigned to the different properties throughout the City, and it shall be the duty of the City Engineer to keep in such book a record of the numbers, together with a record of the certificates issued by him to the owners of the different allotted numbers.
It shall be the duty of the City Engineer at all reasonable hours to furnish to any person applying therefor a certificate of the proper number to represent any building.
