(a) Department Established. A Department of Refuse Collection and Disposal is hereby established in the Service Department. The Department shall be under the direction, supervision and control of the Director of Public Service-Safety.
(b) Supervision of Department. The Supervisor of Public Service shall act as assistant to the Director for such department, and shall be responsible for carrying into effect and operation the orders of the Director pertaining to the department, and shall exercise general supervision over the department subject only to orders of the Director.
