The Director of Public Service-Safety shall sell any and all personal property owned by the City which in the Director's opinion is not needed or fit for use by any department under his control and of less value than one thousand dollars ($1,000), provided such sale is first approved by the Board of Control. The Director shall conduct such sale as he shall deem proper and may hire an appraiser if he so desires in the determination of values of such property.
