137.07  DEPUTY TREASURER.
   (a)   The Deputy Treasurer may appoint a Deputy who, in the absence or disability  of the Treasurer shall perform the duties of the Treasurer.
   (b)   The Deputy Treasurer shall receive no compensation nor fringe benefits which are provided to all other City employees.
