933.01  DEFINITIONS.
   For the purposes of this chapter the following terms, phrases, words and their derivations shall have the meaning given herein.  When not inconsistent with the context words used in the present tense include the future; words in the plural number include the singular number; and words in the singular number include the plural number.  The word "shall" is always mandatory and not merely directory.
   (a)   "Ashes" means the residue from the burning of wood, coal, coke or other combustible materials.
   (b)   "City" means the City of East Liverpool.
   (c)   "Director" means the Director of Public Service-Safety of the City of East Liverpool.
   (d)   "Dwelling unit" means the space necessary for the occupancy of one family or any individual not part of any family in such unit.
   (e)   "Garbage" means putrescible animal and vegetable wastes resulting from the handling, preparation, cooking and consumption of food.
   (f)   “Infectious waste” means such waste as identified in Ohio R.C. 3734.01(R)(7) including the following substances or categories of substances:  sharp wastes used in the treatment, diagnosis or inoculation of human beings or animals or that have, or are likely to come in contact with infectious agents in medical, research or industrial laboratories, including without limitation, hypodermic needles and syringes, scalpel blades and glass articles that have been broken.
   (g)   "Person" means any person, firm, partnership, association, corporation, company or organization of any kind.
   (h)   "Refuse" means all putrescible and nonputrescible solid wastes (except body wastes), including garbage, rubbish, ashes, street cleanings and dead animals.
   (i)   "Residential unit" means the same as "dwelling unit".
   (j)   "Rubbish" means nonputrescible solid wastes (excluding ashes), consisting of both combustible and noncombustible wastes, such as paper, cardboard, tin cans, yard clippings, wood, glass, bedding, crockery and similar materials.
   (k)   “Recyclables” means all newsprint, unwaxed corrugated cardboard and other paper wastes, cans (aluminum, steel and bimetal), class 1 and class 2 plastic containers, glass containers, and any other material that the city determines at its discretion are recoverable from the waste which is placed in containers for collection.
   (l)   “Yard waste” means branches, leaves, flowers, shrubs, grass and other organic materials grown on site.
