927.10  POWERS AND AUTHORITY OF INSPECTORS.
   (a)   The Board of Public Utilities or its authorized representative, bearing proper credentials and identification, shall be permitted to enter upon all properties for the purpose of inspection, observation, measurement, sampling, testing or other proper activities in accordance with the terms of this chapter, or any regulations promulgated thereunder.  The powers and authority herein granted shall be in addition to powers of inspection otherwise granted by law to the City.
   (b)   All information in the possession of the property owner/user bearing on the industrial, commercial or other process which, in the judgement of the Board, affects the wastewater system, shall be made available to the Board or its authorized representative.
   (c)   While performing the necessary work on private properties referred to in subsection (a) hereof, the Board of Public Utilities or its authorized representative shall observe all safety rules applicable to the premises established by the property owner/user, and the property owner/user shall be held harmless for injury or death to the City employees, and the City shall indemnify the same against loss or damage to its property by City employees and against liability claims and demands for personal injury or property damage asserted against the same and growing out of the gauging and sampling operation, except as such may be caused by negligence or failure of the same to maintain safe conditions as required by this chapter and Chapter 929.
