(a) Upon written request by the Director of Utilities, an industrial/commercial customer shall upgrade his current cold water meter to the specifications listed in Ordinance 6, 1990, as amended, at the customers' expense.
(b) The Director of Utilities has the authority to assess an administrative penalty in an amount not to exceed five thousand dollars ($5,000). Should the account not comply with the administrative order and the specifications within ninety days after notification, the City has the option of buying and installing the meter and billing the customer or terminating water service.
