Any owner or contractor who demolishes or tears down a building or structure serviced by the Water Department shall be responsible for seeing that the service line to such premises is disconnected at the water main. Such owner or contractor shall be responsible for opening, excavating and closing, to its original condition, the street, highway or public way in which such main is located and shall contact the Water Department which shall turn-off the water and disconnect the service line.
