No person shall take water from any public or private hydrant, plug, street-washer, draw- cock, hose-pipe, fountain, cistern, street reservoir or fountain basin which shall have been filled in whole or in part from the Waterworks Department for the use of the Fire Department, except by order of the proper officer of the Fire Department.
