The Waterworks Department shall furnish free of charge, without any expense to the City, the water used by other departments of the City for the purpose of fighting or preventing fires, for cleaning streets and flushing sewers or hydrant, for Spring Grove Cemetery, for Thompson Park, for the Thompson Park Pool, for the Broadway Wharf, the Carnegie Public Library, for any other Municipal purpose, as approved by the Service-Safety Director or for public drinking fountains and watering troughs maintained by the City.
