(a) The owner of property abutting upon public streets and highways within the City shall be responsible for installing curbs along the curb line of such street or highway, to be constructed under the direction, specifications and to the acceptance of the City Engineer.
(b) All curbs and sidewalks constructed at street corner intersections shall provide for two ramps to accommodate wheelchairs, to be constructed under the direction, specifications and to the acceptance of the City Engineer.
