Upon application by any person for the permit required by Section 909.05, the City Engineer shall, subject to the approval of the Director of Public Service-Safety, issue to such person so applying, a written permit which shall set forth the width, grade and general specifications for the construction of a sidewalk. The applicant shall, upon completion of the sidewalk, immediately return the permit to the City Engineer, who shall, after inspection, accept or reject the work called for in the permit.
