909.01  CONSTRUCTION STANDARDS GENERALLY.
   All sidewalks constructed on any public street within the City shall be constructed according to the provisions of this chapter.  Such sidewalks shall be constructed of cement or brick and shall be laid so that the top surface of the walk shall at all points coincide with a line described as follows:  beginning at the curb line of the street and with the established curb grade, as determined by the City Engineer, thence extending to the street line at right angles to the curb line with a rise of one-fourth inch to the foot for cement walks and one-half inch to the foot for brick walks.  However, at street intersections where the grade of the intersecting street prevents compliance with the above provisions, the same shall be laid under the direction and to the acceptance of the City Engineer.
   On all parts of streets having a grade of nine percent or under, the sidewalks thereon shall be constructed of cement, and where the grade is more than nine percent the sidewalks thereon shall be constructed of cement or brick.
