Every excavation shall be backfilled and the backfilling of all earth shall be done by the person obtaining the permit required by Section 901.01. The earth removed from the excavation shall be removed from the job site and wasted. The excavation shall be filled under supervision of a representative of the City Engineer's office and shall be filled only with a mixture of sand and gravel or slag composed of equal parts of number four and six size; such fill shall be tamped in six inch layers.
