(a) A Licensee shall keep correct, detailed lists and description of each transaction in which the dealer in precious metals obtains property regulated by this chapter and of each transaction in which a dealer disposes of property that is the subject of this chapter. Such records shall be kept in a written form in the English language and be made at the time of any transaction in the course of business. Such records shall be retained for a period of three (3) years from the date of the transaction and be available for inspection by law enforcement authorities of the federal government, of the State, local political subdivisions and municipalities. The records shall, at a minimum, include all of the following:
(1) The name, address, and telephone number of the individual buying, selling, exchanging, trading and/or loaning the property of a type that is the subject of this chapter .
(2) Copy of positive identification, i.e. Ohio Driver's License, Ohio I.D. Card or other State identification with photograph. In the event that the individual buying, selling, exchanging, trading and/or loaning the property that is the subject of this chapter is under the age of eighteen (18) years, he/she shall be accompanied by a parent or legal guardian who shall also provide proof of positive identification in the manner set forth herein and the same being recorded in the records.
(3) Complete and accurate description of the goods or property that is the subject of this chapter purchased, sold, exchanged, traded or loaned, including serial numbers (where applicable), all identifying letters or marks inscribed thereon, and in the case of watches, the number of the movement, the number of the case and the name of the maker thereof.
(4) The price or consideration for which the property was purchased, sold, exchanged, traded or loaned.
(b) The initial license fee shall be $100.00 renewable thereafter on the 1st of January of each year thereafter at $50.00. Any fee paid after January 15th shall have a $25.00 penalty.
