No Dealer in Precious Metals shall engage in or carry on the business of a precious metals dealer in the City until he, she or it has at first obtained a license to engage in and carry on such business. Every applicant for a license shall make an application in writing to the Mayor or Mayor's designee, which application shall set forth the name under which the business is to be conducted, the name and residence address of every person interested in such business and the location at which the business is to be carried on. The application must be made by all of the persons who carry on the business and/or who own, manage, and direct the business and must have two (2) references of City residents as to the character of the applicant. The application forms shall be as established by the Mayor or his designee.
