Failure of any person, firm or corporation, either as contractor or sub-contractor, to meet any of the foregoing requirements set forth in this chapter shall be cause for the Building Inspector to refuse the issuance of a license for the performance of any work by such contractor or subcontractor within the City. Should a contractor or sub-contractor be found by the Building Inspector to be performing work without a valid and proper license, said Building Inspector shall cause all work to cease immediately until all of the above-requirements are satisfied. The license fee hereunder shall be doubled if work has begun on a job site before said license is obtained.
