121.11  TIME AND PLACE OF MEETINGS; NOTICE.
   (a)   All regularly scheduled meetings of this Council shall be at the following time and place:  first and third Mondays of each month at 7:00 p.m. in the Council Chambers, City Hall, 126 West Sixth Street, East Liverpool, Ohio  43920, unless the regular meeting falls on an official holiday and City Hall is closed.  In that case the meeting(s) shall be moved to the first or third Tuesdays of the month at 7:00 p.m., official City time, in the Council Chamber, City Hall, Council can, if it so desires, meet on a holiday or any other day deemed necessary providing a special meeting is properly called by a legally authorized person or persons.  In summer months, Council may vote to hold only one meeting per month if so recommended by the Rules Committee.
   (b)   At least twenty-four (24) hours advanced notice of any special meetings of this Council shall be provided to the news media which has requested such notification, except in the event of an emergency requiring immediate official action, in which case the City official calling such special meeting shall notify the news media which has requested such notification immediately of the time, place and purpose of the meeting.
   (c)   Any person may, upon request, receive reasonable advance notice of all meetings at which a specific type of public business is to be discussed, under the following provisions:
      (1)   The request shall be in writing, and shall describe, in sufficient detail, the specific type of public business to which the request applies; and
      (2)   The request shall include the name, address and telephone number of the person making such request; and
      (3)   The request shall be accompanied by a sufficient number of self-addressed, stamped envelopes for mailing the advance notice(s); and
      (4)   The request shall further be accompanied by a reasonable fee, which this Council determines to be one dollar ($1.00) per page, for each advance notice to be mailed.
