No driver of any taxicab, nor any other person, while on the public streets of the City or any other public place, shall solicit patrons or passengers for such vehicle in any way other than in an ordinary tone or voice or by the display of a sign attached to his vehicle. Such sign shall not be more than a rectangle sixteen inches long and six inches high. No driver of any taxicab nor any other person shall solicit patrons or passengers for such vehicle when more than five feet away from his vehicle. No driver shall seek or solicit employment by repeatedly or persistently driving his vehicle to and from any theater, hotel, railway station or other place of public ingress or egress.
