(a) An applicant for the initial issuance or renewal of a taxicab driver's license shall meet the following requirements:
(1 ) Be an American citizen and able to speak and read the English language;
(2) Be twenty-one or more years of age;
(3) Be in sound physical condition, have good eyesight and not subject to any infirmity, defect or disorder of mind or body which might reasonably render him/her unfit for the safe carrying out of the duties of driving a taxicab, as determined by the Mayor from all reliable medical, psychological or health information supplied by the driver or other persons concerning the driver's physical or mental condition.
(4) Possess a valid state operator's license;
(5) Such applicant must be of good character;
(6) Such applicant shall not have been convicted for any offense constituting a felony.
(7) Such applicant shall not have been convicted for any offense involving the use, possession of or sale of a controlled substance;
(8) Such applicant shall not be involved in a pending court action for any criminal offense;
(9) Such applicant, within two years prior to filing the application for a license, shall not have been convicted of or forfeited bond for two or more moving traffic offenses;
(10) Such applicant, within three years prior to filing the application for a license, shall not have been convicted of a criminal offense involving public disorder, violence, theft, public indecency or moral turpitude;
(11) Statements concerning such qualifications must be supported by the affidavits of two reputable citizens of the City.
(b) Each application for a taxicab driver's license shall be accompanied by two unmounted and unretouched photographs of the applicant made during the calendar year in which the application is made. One photograph shall be filed with the Mayor. In the event that a license is issued to the applicant, one photograph shall be securely attached to the license issued to such person which shall be constantly posted in a conspicuous place in any taxicab which the licensee is operating.
