761.07  QUALIFICATIONS OF APPLICANT.
   Every applicant for a license required by this chapter shall possess the following qualifications:
   (a)   He must be at least eighteen years of age.
   (b)   He must be a citizen of the United State or shall have declared his intention through the proper procedure to become a citizen.
   (c)   He must be of good moral character and a suitable person to engage in such business.
   (d)   He shall not have been convicted of a felony, or of any offense under the laws of the United States, or of this State, or the ordinances of the City relating to traffic in intoxicating liquors.
   The Mayor may refuse to issue any license required by this chapter.
