No person, as owner, proprietor, agent or person in charge thereof, shall maintain, keep or conduct, or cause, permit or allow to be maintained, kept or conducted, for profit, within the City, any billiard or pool table, or any bowling or pin and ball alley, without obtaining a license as provided in this chapter.
