No owner, proprietor, agent or person in charge of any pool room which operates under a liquor license shall harbor, permit or allow any person to remain in any such pool room between the hours of 11:00 p.m. and 6:00 a.m., Monday through Saturday, other than necessary help or labor therein required, or except for work of necessity or charity. Should a pool room be operating without a liquor license, the permissive business hours may be extended to 12:00 midnight. Sunday hours shall be from noon to 11:00 p.m. The provisions as to Sunday shall not extend to persons who consciously observe another day of the week as the Sabbath and abstain from doing the things herein prohibited on Sunday.
