A person who operates or causes to be operated an adult entertainment business without a valid license or otherwise violates any provision of this chapter is subject to a suit for injunction as well as prosecution for the criminal violation. Such criminal violation shall be punishable by a fine of up to one thousand dollars ($1,000) and/or imprisonment for up to sixty days.
