No person, firm, corporation or unincorporated association shall practice in the City, without charging a fee, any of those things which would be prohibited by Sections 753.01 and 753.02 if a fee were to be charged, unless and until such person, firm, corporation or unincorporated association shall first have registered with the Chief of Police. Forms for registration shall be provided by the Chief and shall be issued free of charge.
