No junk shall be stored in the City unless the same is in a building or enclosed yard. Such junk so stored, whether inside of a building or an enclosed yard, shall be so piled or placed that adequate passageways are open. Junk piled in an enclosed yard shall not be piled closer than five feet distant from the fence enclosing the yard.
