No person shall maintain a junk yard or junk shop in the City unless such business is carried on entirely inside a building, or unless the premises on which such business is carried on are entirely enclosed by a substantially built fence at least seven feet in height. Such fence and its construction for the purpose intended must meet with the approval of the Director of Public Service-Safety. Such fence shall be maintained in a neat, safe condition and shall be painted. Gates for access to the premises shall swing inwardly and such gates shall be closed when the premises are not open for business.
