All licenses issued under the provisions of this chapter shall be void if transferred, and shall be subject to revocation by the Mayor for violation of any of the provisions of this chapter, or of the laws of the State, or of the Federal laws, or if in the judgment of the Mayor such revocation is necessary for the preservation of the public peace, health, safety or welfare.
