(a) The City hereby adopts a policy which establishes a preference to local contractors who bid for City contracts.
(b) The local preference adopted in subsection (a) hereof shall apply where the contractor submitting the bid has satisfied the following criteria:
(1) Its principal place of business is located in Columbiana County, Ohio.
(2) The dollar amount of its bid submitted does not exceed the lowest dollar bid submitted by more than 5%.
(c) The local preference set forth in this section including the criteria to be utilized by the City when awarding a contract shall be set forth by the City’s contracting authority in all legal advertisements for bids, bid specifications and any bidding instructions.
