No person, firm or corporation shall engage in the business of selling, leasing, renting, operating or exhibiting mechanical or electrically operated amusement devices or music devices without first obtaining a license to do so, and without conforming to the regulations provided for such business in accordance with this chapter; and no person, firm or corporation who owns any mechanical or electrically operated amusement devices or music devices shall permit such machines to be sold, distributed, leased, rented, operated or exhibited without first obtaining a license to do so and conforming to the regulations applicable to owners engaged in such business.
