(a) All permanent commercial billboards erected within the City limits shall be clearly marked with the owner's name and address.
(b) The advertising message enscribed upon such billboard shall be painted and not papered.
(c) The City shall be notified by the owner in writing prior to any sale or transfer of ownership of such billboards.
(d) The owner or owners of such billboards shall furnish the City with a list of the locations of their billboards within the City limits.
