No person shall erect, construct or maintain temporary advertising signs on any street or sidewalk, or on buildings, poles and other structures in such manner that they project over any sidewalk, street or other public place in the City. Such signs are hereby declared to be a nuisance, and the same shall be abated by the Director of Public Service-Safety, and he is hereby authorized and directed to remove all such signs.
