No person shall erect or locate any device, apparatus, radio, ticker or other noise-making or noise-emitting device, within the City, in, upon or in front of his premises for general advertising purposes, for the purpose of soliciting trade or for the purpose of soliciting attention to any goods, wares, merchandise, instruments or devices offered for sale, which device shall emit any sound or noise by mechanical or electrical means which shall annoy, disturb or attract passersby on the public thoroughfares.
