701.03 TRANSFER OF LICENSE.

No license, as required by Section 701.01, shall be sold, assigned or transferred by any licensee without first obtaining the consent of the Mayor. Such consent shall be endorsed on the back of the license and recorded in the Mayor's record of licenses. Any license sold, assigned or transferred without such consent and record shall be null and void.
