The official seal of the City is described as follows:
The border line of the map of the State shall serve as the outline of this seal. A design of pottery ware illustrates the upper left corner of the outline while an illustration of a steel beam being lifted, fills the upper right corner. The upper center contains the silhouette of a river towboat.
Below these illustrations and centered in the outline is a large oval, running almost completely across the center of the outline containing the words "East Liverpool Ohio": in bold block type.
Below this oval is a sketch of city buildings, bordered in the lower center by an overhead section of a super highway. Overlaying the city building sketch are the words "City of Action" printed in a high vertical script.
The field will be a medium royal blue with letters and outlines in white.
