(a) Weeds growing to a height of twelve inches or higher upon any property in the City after the first day of May of each year are hereby declared to be a public nuisance. The failure of any property owner, lessee, agent or tenant of land to cut such weeds after notice to do so by the Director of Public Service - Safety shall constitute the commission of a nuisance for which the owner of such property shall be liable.
(b) Whoever violates subsection (a) hereof is guilty of a misdemeanor of the fourth degree.
