§ 1.223 POWERS AND DUTIES OF THE CITY MANAGER.
   The City Manager, as the Director of Emergency Management, shall maintain general supervision over the planning and administration for the emergency management organization and the execution of the emergency management and disaster plans. He or she shall coordinate emergency management activities and make emergency assignments as necessary.
