The procedures specified in § 1.212 shall not be required in the following cases:
(A) Where the subject of the contract is other than a public work or improvement and the City Commission declares by resolution that the product or material to be purchased or contracted for is not competitive in nature or no advantage to the city would result from requiring competitive bidding, and authorizes execution of a contract without competitive bidding;
(B) In the employment of professional services; and
(C) Where the Commission shall determine that the public interest will be best served by purchase from, or joint purchase with, another unit of government.
