§ 1.211 PURCHASES OR CONTRACTS UNDER $5,000.
   Purchase of or contracts for supplies, materials or equipment, or for services to be performed by other than city employees, the cost of which is less than $5,000, may be made in the open market but such purchase shall, where practicable, be based on at least three competitive bids and shall be awarded to the lowest qualified bidder who meets the city’s specifications. The purchasing agent may solicit bids verbally or by telephone, or may contact prospective bidders by written communication. A record shall be kept for six months of all open market orders and the bids submitted thereon, which records shall be available for public inspection. Any or all bids may be rejected.
