The Manager shall act as purchasing agent of the city unless he or she shall designate another officer or employee of the city to act as purchasing agent. Any such designation shall be in writing filed with the Clerk. In the event of such designation, every purchase order in excess of $100 shall be approved by the Manager before being issued. The Manager shall adopt any necessary rules respecting requisitions and purchase orders.
