No person shall operate any boat on any waterway on which any number is painted, attached or otherwise displayed from either side of the bow of such boat other than the number awarded to said boat and displayed in accordance with the rules promulgated by the state’s Natural Resources Commission pursuant to Public Act 451 of 1994, being M.C.L.A. §§ 324.80101 through 324.80199.
