No person shall operate or give permission for the operation of any motorboat or other boat 12 feet in length or longer on any waterway unless the boat is numbered in accordance with the rules promulgated by the state’s Natural Resources Commission pursuant to Public Act 451 of 1994, being M.C.L.A. §§ 324.80101 through 324.80199 and unless the number awarded to the boat is in full force and effect, and the identifying number is displayed as required by said rules.
