The Director shall, with the approval of the Commission, make such rules and regulations supplementary to this chapter, and not in conflict herewith, as the Director may from time to time deem necessary. The rules and regulations in effect at the adoption of this code shall continue in effect until changed. No person shall fail to obey any rule or regulation effective hereunder.
