The city shall impose an additional charge upon summer taxes paid after August 14 of 1% per month, on the fifteenth day of each month until said taxes are paid, from August 15 through February 15. The city shall impose a late penalty charge upon winter taxes paid after February 14 of 1% per month, on February 15.
