§ 1.133 CITY OFFICERS AND EMPLOYEES.
   All officers, except the City Attorney, and employees of the city shall report to the City Manager and shall be responsible to the City Manager for the effective administration of their respective departments and offices and all activities assigned to them. The City Manager may set aside any action taken by such officers or employees and may supersede such officers or employees in the functions of their respective offices.
