No person shall ride or propel a bicycle on any street or alley unless such bicycle has been registered with the Public Safety Department and unless a license issued by the Public Safety Department bearing a distinctive number is attached to the bicycle in such manner as to be plainly visible. Licenses shall not be covered, obscured, altered or defaced in any manner and they shall be kept free from dirt or any other substance.
