(A) The Division of Streets and Utilities shall be a division of the Department of City Services and shall be headed by the Streets and Utilities Superintendent.
(B) This Division shall be responsible for the operation and maintenance of the city sewage and water distribution systems, the maintenance of all improved and unimproved street surfaces, the cleaning of improved streets, the removal of snow, the maintenance of sidewalks, the operation of the refuse collection and disposal service of the city, and the control and regulation of the planting of trees.
