(A) In the case of the absence from the city of the Public Safety Director, or his or her disability, or inability from any cause to act as Public Safety Director, one of the captains shall act as Director of Public Safety.
(B) In case of the absence, disability or inability from any cause of the Public Safety Director and the captains, the City Manager shall designate and appoint some other member of the Public Safety Department to act as Director during such absence or disability.
