No person shall cause or permit the emission of an air contaminant or water vapor, including an air contaminant whose emission is not otherwise prohibited by this chapter, or an air contaminant or water vapor which reacts or may react with any other air contaminant or natural air, and which causes or will cause detriment to the safety, health, welfare or comfort of any person, or which causes or will cause damage to property or business.
